Great find on Pink Tentacle. This is a secret warehouse stocked with emergency supplies found some 65 feet underground. The space holds emergency supplies to be distributed to the public in the event of a major earthquake.
According to the program the warehouse includes 5,000 blankets, 8,000 rugs, 4,000 candles, 300 cooking pots, 200 t-shirts, and emergency medical supplies. A conveyor belt (also shown in the clip) can transport the supplies up to street level. Sounds like the place they had Jackson’s going away party when he left Japan a few years ago.
