According to Japundit this is causing an uproar on the Japanese Internet. I’ve actually been to the monument. It’s the building closest to the hypocenter of the nuclear bomb that remained at least partially standing. The remnants of the building were left as a memorial of those that perished in the bombing.
The song and dance is from Time Leap, a 3D erotic computer game that was released on Xbox 360. Here’s a video of the original dance, which as you’ll see the girls have copied exactly.

I don’t know about the erotic part, the video itself seems harmless. But wow, they really have perfected the 3D rendering in anime style.
